Definition: Steam fog, but often specifically applied to steam fog rising from small open water within sea ice.  NOAA-NWS 

A type of fog that forms when an outbreak of cold Arctic air settles over an expanse of open, relatively warmer water. (also called Steam fog)  ECCCanada
